Perhaps if the rest of the system is entirely stock, it's reasonable. But if intercoolers and injectors are upgraded, the turbos can do 17-19psi just fine. And if you check Specialty Z's recent post regarding 500rwhp on stock turbos, they did up to 21psi with race fuel and were still making power.
